I usually have Windows Update set to notify me of new downloads, then control the downloads myself. If I click on it accidently, it opens an antivirus website. Hiding the notification doesn't even work, it still shows up all the time.The folders cannot be deleted and I too HATE Windows 8, 8.1 and 10. They were just force to dump over $7K in a new 2012 R2 server and software upgrade, because they were still running 2003.
You may investigate the problem and find that a Windows update is to blame.
