I also have certain programs that will freeze with "Not Responding" and will not close and cant be closed with End Task. Like you said before, the memtest86+ does not detect this. this content most commonly get this problem when playing games. Not trying to knock your decision making process for selecting the PSU or anything like that. However again the problems don't seem to occur with basic stress testing, memory testing, etc.
